Missions and Activities of the Financial Service
The Financial Service manages all of PhLAM's financial resources, whether related to general operations or to the research projects carried out by its researchers. The service works in close collaboration with the various departments and directorates (financial, knowledge transfer, etc.) of the University of Lille and the CNRS Regional Delegation (DR18). The Financial Service coordinates and manages all of the Unit's financial operations: issuing purchase orders (2,000/year), mission orders (450/year), monitoring deliveries, resolving disputes with suppliers, drawing up inventory records, etc. It also ensures the proper use of funds and compliance with budgetary and accounting rules. Finally, it prepares financial reports for research projects, ensuring that all declared expenditures are eligible, and participates in financial audits by providing all requested financial documents.

Composition and Organisation of the Financial Service
Since September 2022, the Financial Service has been organised around a portfolio-based management structure, in order to ensure greater efficiency and improved continuity of service. As of 01/10/2025, the Financial Service (FS) is composed of:
Anthony is the Service Manager of the Financial Service and defines its organisation. He is the line manager of the Financial Service staff members. He also acts as an advisor to the unit director and researchers on financial matters. He provides all the summary tables, management tools and statistics required for the laboratory's budget management. He also ensures the proper use of funds, making sure that all expenditures comply with the applicable financial procedures.
As an Administrative Management and Operational Support Officer (since April 2024), Karen is in charge of the financial management of the PMI, PCMT and Quantum Systems research teams. Since April 2024, she has been responsible for physical and digital inventory management, as well as physical and digital archiving.

- Reduction of processing times in the invoice payment workflow

- 100% of staff travel with an official mission order
- Resolution of disputes with suppliers
- Clearance of outstanding orders
- Full implementation of all recommendations from the 2019 and 2020 financial audits (as evidenced by the 2024 financial audit)
